Citizenship building is a crucial element in strengthening democratisation. The Church potentially is a crucial actor in this enterprise particularly in places where it exercises profound influence in society. This essay reviews and examines the experience of the Diocese of Malaybalay, a local church in the Philippines. Three arguments are proposed in this paper. First, church ad intra (hierarchical-laity interaction) expands internal participation within the Church and strengthens its capacity as a democratic actor. Second, church ad extra (the Church’s engagement with civil society organisations) enlarges the scope of participation, making alliance building with other democratic actors possible. Third, citizenship formation is a crucial contribution of the Diocese of Malaybalay in democratisation, but it needs to sustain and make it more effective. Read more
